2Pac’s father has claimed that his son’s 1996 murder was arranged by the U.S government, and knew for a “fact” that the late rapper was being tailed by the feds prior to his death.

In an interview with The Art of Dialogue,2Pac’s biological father Billy Garland opened up about his son’s untimely demise and said he never should have fought Orlando Anderson in Las Vegas the night of his death.

“He never should have did that,” Garland said of the scuffle, which took place in the lobby of the MGM Grand following the Bruce Seldon vs. Mike Tyson boxing fight. “‘Pac just got hyper and he thought he had to lead.

“If you notice in the video, everybody was following him around. He’s the money-maker. Death Row was the $100 million thing, but everybody’s following 2Pac. Think about that logic.”

He continued: “Everything he did, everybody attached themselves to him, and he felt obligated to prove that ‘I’m gonna be your leader.’ And he struck [Orlando] first, only because someone had told him that this is the guy who stole the Death Row medallion.

“Now, the way he did it was off-limits. Cameras every-fucking-where, c’mon, but that’s the irrational shit you do. And you know that broke my heart, but a lot of little shit that he did. But look at all the good shit that he did. Now look what he did, look what he’s done. I don’t think it’ll be done again.”

Garland went on to say he was aware that Anderson’s uncle, Duane “Keefe D” Davis, had confessed to the U.S. government that he was present when his nephew — long seen as the prime suspect in 2Pac’s murder — allegedly fired the fatal shots at his son. Garland added that the real culprit was the government for cutting Keefe a deal.

“Well, I think the key question there is the government,” Garland said. “The government gave him the deal. [2Pac] was being tailed by the government the night of his assassination. He was being tailed by the government while in the studio — that’s a known fact.

“So I don’t know this guy Keefe, I don’t know. Maybe he had to say that to get out of some issue, I don’t know. I just know it looked like a set up to me. Somebody told this guy to stand there with the Death Row thing and it pursued to what we had, but I don’t think [Orlando Anderson] had anything to do with the death of my son…not at all.”

While 2Pac’s murder remains unsolved, Billy Garland isn’t the only one who believes the government may have had a hand in his death. John Potash, the author of The FBI War on Tupac Shakur and Black Leaders, told HipHopDX in 2016:

“As savvy and brilliant Tupac was, he was manipulated by Death Row which was funded by U.S. Intelligence, to promote his most negative lyrics. For All Eyez on Me, he promoted weed and alcohol more than his previous albums along with his beef. This, of course, was manufactured by U.S. Intelligence as well. When ‘Pac tried to get away from that and was leaving Death Row records, they had to kill him.”

The bombshell also comes after Reggie Wright Jr., the former head of security for Death Row Records, confirmed in a 2022 interview with Bomb1st that there had been an “uptick” in police activity related to 2Pac’s unsolved murder.

Wright Jr. noted that Keefe D could potentially be arrested for the murder, and was likely very nervous about these new developments at the time.

“Let’s put it this way, I bet Keefe D [has] been having the runs for the last two weeks,” Wright said. “Because yeah, they are knocking on doors and there’s some activity.”

Keefe D caught wind of Reggie’s comments, and dismissed them in an interview with The Art of Dialogue, accusing the former Death Row security head of being “obsessed” with him.

“Not that I know of,” Keefe said when asked if he would soon be arrested and charged for his alleged role in ‘Pac’s murder. “Unless he the U.S. fucking attorney or something. I don’t know, this dude obsessed with me. What the fuck, know what I’m saying?”

“I said I wasn’t gonna ever bring his name up again,” he continued. “He did that bullshit phone call. Like a tap line or something, ‘this is recorded,’ and he didn’t let me hear the shit. I should sue him and that fucking RJ Bond. That dude obsessed with me. He act like he wanna give me some head or something I don’t know what the fuck is wrong with him. He need to leave me the fuck alone.”

Keefe D added that he’s “tired” of Wright Jr., and cited Mariah Carey’s 2009 single “Obsessed” to get his point across.

“I’m tired of him. He bringing up my name,” Keefe continued. “He brought up my name from day one. I am tired of him…I don’t know what’s wrong with the dude. He obsessed with me. You heard of that song by Mariah Carey? Shit, leave me the fuck alone bitch.”
